The EU launched plywood registration system to China: or retroactive 335% anti-dumping duty!
On December 26, according to foreign media reports, the European Commission issued implementing Regulation No. 2024/3140 on December 18, announcing the implementation of a registration system for all imports of hardwood plywood from China. The measure, which takes effect immediately in all EU member states, is an important part of the anti-dumping investigation launched in October this year.
According to data provided by the Greenwood Alliance, between April 1, 2023 and March 31, 2024, the dumping margin of Chinese plywood is between 89% and 335%, depending on the hardwood variety, and the damage elimination level is about 224%. The registration system will allow the EU to retroactively impose duties on registered imports when it decides to impose provisional or final anti-dumping measures, while preventing importers from stockpiling.
Jaros-aw Michniuk, CEO of Paged Group, said that the implementation of the import registration system shows that the EU is taking firm measures to tackle unfair competition, and the level of losses announced by the European Commission confirms the seriousness of the problem. This is an important step towards the collection and liquidation of tariffs.
The Greenwood Alliance, which represents more than 25 per cent of hardwood plywood production in the EU, highlighted that large volumes of low-quality disposable plywood from China are having a negative impact on the EU market.
